Navy: To report maintenance, use the

Maintenance Data Collection Subsystem

(MDCS) IAW OPNAVINST 4790.2, Vol. 3,

and to report defective equipment (UR

submissions), use IAW OPNAVINST

4790.2, Vol. 2, Chapter 17.

b. To report defects in packaging and
